This study aims to analyze the optimization of electronic-based dynamic records management through technical assistance in supporting administrative performance within the Regional Secretariat of West Nusa Tenggara Province. The background of this research is based on the persistence of manual record management practices, which result in low efficiency, difficulties in document retrieval, and increased risk of administrative errors. This study employs a qualitative approach with a descriptive design. Data were collected through in-depth interviews, observations, and documentation. Informants were selected using purposive sampling, consisting of employees directly involved in records management and the use of electronic archival systems. Data analysis was conducted interactively through data reduction, data display, and conclusion drawing, while data validity was ensured through source and method triangulation. The findings indicate that the implementation of an electronic records management system, supported by technical assistance, significantly improves work efficiency, accelerates document retrieval processes, and enhances accuracy as well as coordination among work units. Technical assistance also plays a crucial role in improving employee competence and adaptability to technological changes. However, several challenges remain, including disparities in technical skills, resistance to organizational change, and limited supporting infrastructure. Therefore, sustainable strategies are required, including strengthening human resources capacity, enhancing the quality of technical assistance, and developing system infrastructure to achieve effective, transparent, and accountable administrative governance.
