This study aims to analyze the effect of strict government regulations and environmentally friendly technology training on carbon emission reduction in Indonesia's manufacturing sector. The research approach uses a quantitative method with a survey of 50 manufacturing companies in various major industrial areas in Indonesia. Data were collected through structured questionnaires and analyzed using multiple regression techniques to determine the relationship between variables. The results show that both strict regulations and environmentally friendly technology training have a positive and significant effect on carbon emission reduction. The combination of the two provides a stronger synergistic effect than the application of either factor alone. The coefficient of determination (R²) of 0.68 indicates that the two independent variables explain 68% of the variation in carbon emission reduction in the manufacturing sector. These findings confirm that the success of industrial environmental management depends on the consistency of public policy and the improvement of technological capacity at the company level. This study makes a theoretical contribution to strengthening the policy-technology integrative model and offers practical recommendations for the government and the industrial sector in accelerating the transition to a sustainable low-carbon production
